NORMAN, Okla. – Atmospheric Technology Services
Company, L.L.C., is pleased to announce they have been certified under the SBA,
8(a) certification program for small disadvantaged businesses.
8(a) is a one-time, 9-year
certification designed to give companies a good start in federal contracting
and provide an added government evaluation factor. Recent changes permit 8(a) firms to form joint ventures and teams
to bid on contracts. This enhances the ability of certified firms to perform
larger prime contracts and overcome the effects of contract bundling.
Owner, Vicki Rose began
planning over a year ago in order to prepare ATSC’s structure, financial
readiness, and business plan. An extensive knowledge and understanding was
needed prior to beginning the application process, which Rose spent nearly 3
months completing.
Rose established
Atmospheric Technology Services Company (ATSC) in July 2003 as a minority-woman
owned business. She is a citizen of the Cherokee Nation. Her husband, Lynn
Rose, is the managing technical director for their business.
“We’re thrilled to have
received this certification and are excited about the new opportunities this
certification will provide.” Rose said.
Atmospheric Technology
Services Company (ATSC) is a small, woman-owned HUBZONE business located in
Norman, Okla. ATSC offers a reliable, high-quality small business alternative
to in-house resources for government operated weather stations, instrumented
sites, research support, consulting, technical and business management of
government contracts.
Together Vicki and husband
Lynn share over 40 years of contracting experience with federal contracts
including: grants, competitive proposals and cooperative agreements in the
fields of operational and research meteorology. In addition the couple had
extensive performance in aerospace engineering services including aircraft
modification for atmospheric sampling techniques.
Originally located in
Tulsa, in January 2005, ATSC moved its offices to the Emerging Technology
Entrepreneurial Center (eTec) in Norman to be near to the new developing
business center of meteorology.
eTec is a 10,000 sq.ft.
business accelerator sponsored and managed by the Norman Economic Development
Coalition (NEDC). It is designed to help new technology companies grow more
quickly by providing experts, materials and advisors to help owners “quick
start” their businesses.

progress ATSC is making; and this is just another step toward their company
becoming a major employer in the weather community in Norman.”
The Norman Economic Development Coalition is
dedicated to expanding the economic base of the Norman community and enhance

existing business and industry as well as attracting desirable new employers
that are consistent with Norman’s high quality of life.
